Click and drag stops working

I don’t know how to reproduce this, so I did it with the console open in case it helps, but it probably happens a few times per session -

Instead of clicking and dragging, there’s a block sign, and then you have to let go of click to to the dragging. Then click again to undo it.

But once it’s in that mode, even if you click once (which shows the hand icon), it doesn’t work (shown at the end). So the only way to do it is click and drag, wait for the block sign, then let go of click and drag without click.

Hope that makes sense. The only way to fix is to reload.
