A custom horizontal trace line

The horizontal line is great, but I need in my analysis an horizontal trace line that is not spawning on the entire screen. The current solution is to use the trace line and adjust it by snapping (unavailable at the moment) horizontally.
I would like also:

• text that can be placed at the middle of the line centered (the middle of the text to coincide with the middle of the line)

• that when i will hover over it to have a tooltip with the duration

• adjustable style (both width, style and color)
