Command to fill between two horizontal lines

Could you please add a command to fill the area between two horizontal lines?
I believe the Open Range command can achieve something similar, but when trying to create an open range between an existing horizontal line and a newly drawn one, it requires deleting each horizontal line individually before drawing the open range, which is a bit cumbersome.
